MISSISSIPPI RIVER
New Report from the National Academy of Sciences
Mississippi River Water Quality and the Clean Water Act:
Progress, Challenges, and Opportunities
The Clean Water Act has reduced much pollution in the Mississippi River from "point
sources" such as industries and water treatment plants, but problems stemming from urban
runoff, agriculture, and other "non-point sources" have proven more difficult to address. Too
little coordination among the 10 states along the river has left the Mississippi River an "orphan"
from a water quality monitoring and assessment perspective. Stronger leadership from the U.S.
Environmental Protection Agency (EPA) and commitment from the states is needed to address
these problems. Specifically, the EPA should establish a water quality data-sharing system for
the length of the river, and work with the states to establish and achieve water quality standards.
For this effort, the EPA and the Mississippi River states should draw upon the lengthy
experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay...

POUDRE RIVER
Inside Politics: Colorado lawmakers team up to protect the Poudre
Excerpt: "The Cache la Poudre River played an important role in the development of the water law in the West, including the idea of prior appropriation. Understanding the significance and history of prior appropriation is vital, as much of the water law in the Western United States is based on it," [Senator Wayne] Allard said.
The 45-mile river corridor encompasses the 100-year floodplain of the river. It begins in Larimer County, where the river flows out of the Roosevelt National Forest, and ends east of Greeley, about a fourth of a mile west of the river's confluence with the South Platte River...

WOONASQUATUCKET RIVER
Ribbon-cutting marks opening of next phase of bike path
Remarks from Jane Sherman, member, Woonasquatucket River Watershed Council:
"In 1993, Fred, as chairman of The Providence Plan, walked the river corridor and saw the degraded and closed parks, abandoned industrial sites, and a hidden, trashed and neglected river - he also saw children catching crabs, and wonderfully undisturbed wooded areas and wetlands. He realized that reclamation of the Woonasquatucket River and its adjacent lands would contribute to change and renewal in the neighborhoods. Fred called me in 1993 to volunteer a few hours a week on this project, and that began an eleven year collaboration which evolved into a broad palette of partnerships with community residents, environmental organizations, elected officials, federal, state and city agencies - all collectively committed to implementing improvements in the river corridor"...

WOONASQUATUCKET RIVER
Environmental Justice and Restoring an Urban River
Remarks delivered by Jenny Pereira, Executive Director, Woonasquatucket River Watershed Council, for Jane Sherman
Excerpt from full remarks:
"The Woonasquatucket's history is like many urban rivers in New England - the River was the engine that fueled Rhode Island's economic development in the 19th and early 20th century, and then as the economy changed, it was left behind, abandoned, hidden, neglected - seen more as a liability than an asset...........This effort began with 18 months of listening to and working with community residents as they addressed their critical issues - crime, affordable housing, and keeping their children safe. Jane found that few were aware of the river and the abandoned parks and spaces that lined its banks. The challenge was to build value and eventually stewardship for these neglected assets"...
